How we ranked the business VPNs

We ranked each service by its total monthly cost for 10 users on annual billing, including any gateway, server or static-IP fee the vendor requires for private network access, from each vendor’s own pricing page on October 24, 2026. Where a vendor offers no annual price (Tailscale), we used its only published price. Free plans are ranked only if they cover 10 users. The totals are our sums of published prices, before tax.

Services without a published price are listed under the table. Partners and non-partners are ranked by the same rule; see how we review.

The 8 business VPN and ZTNA services, in rank order

Each service opens with who it fits, then the price line and the main limit.

1. Cloudflare Zero Trust

Cloudflare Zero Trust costs nothing on its free plan, which Cloudflare pitches as “best for teams under 50 users”. Cloudflare Access checks each user before letting them reach the internal apps you publish, instead of opening the whole office network. Past 50 users, the pay-as-you-go plan costs $7 per user a month, paid annually.

Skip it if you want full vendor support from day one; Cloudflare offers that on its custom-priced Contract plan.

2. Twingate

Twingate Teams costs $5 per user a month billed yearly ($50 a month for 10 users), up to 100 users. Teams supports single sign-on through Google Workspace; sign-in through Okta or Entra ID needs the Business plan at $10. The free Starter plan stops at 5 users.

Skip it if you need a fixed outbound IP address for allowlists.

3. OpenVPN Access Server

OpenVPN Access Server costs $7 per simultaneous connection a month billed yearly, so 10 connections cost $70 a month. Access Server is software you install on your own cloud server or hardware, so add the server’s cost and someone’s time to run it. The free tier allows 2 connections.

Skip it if nobody on your team manages Linux servers.

4. Tailscale

Tailscale Standard costs $8 per user a month with unlimited users and SCIM provisioning. Tailscale’s free Personal plan allows up to 6 users but is limited to non-commercial use, so a business can’t use it.

Skip it if your staff aren’t technical; Tailscale is built around devices and access rules that admins write.

5. GoodAccess

GoodAccess Essential costs $7 per user a month on annual billing plus $49 a month for each dedicated gateway, which comes with its own static IP. With a 5-user minimum, 10 users and one gateway come to $119 a month. Essential has no SSO; the Premium plan ($11) adds SSO and SCIM. Monthly billing costs more.

Skip it if you need Okta or Entra ID sign-in at the lowest price; Proton VPN Professional includes it.

6. Proton VPN for Business

Proton VPN Professional costs $9.99 per user a month billed yearly, plus at least one dedicated server at $39.99 a month, per Proton’s support article. Professional includes SSO and SCIM, dedicated IPs in 20+ countries and private gateways. The cheaper Essentials plan ($6.99) has none of those.

Skip it if you only need private browsing for a few people; Essentials is enough.

7. NordLayer

NordLayer Core costs $11 per user a month on the yearly plan, plus a required server with a dedicated IP at $40 a month, with a 5-user minimum. The cheaper Lite plan ($8) covers internet access security only and doesn’t include the dedicated server. NordLayer is Nord Security’s business product, separate from the consumer NordVPN apps.

Skip it if cost is the deciding factor; NordLayer Core is the most expensive of the eight for 10 users.

Check Point SASE (formerly Perimeter 81)

Check Point SASE has no public price. Check Point completed its acquisition of Perimeter 81 on September 13, 2023, and the old pricing address now redirects to a homepage that offers only a demo request.

Business VPN vs ZTNA: which do you need?

A business VPN puts a device on your company network; ZTNA (zero trust network access) grants access to one app at a time after checking who the user is and what device they’re on.

What staff reachThe network behind the gatewayOnly the apps you publish
Static IP for allowlistsUsually, with a dedicated gatewayNot listed on the plans we compared
Typical small-business pick hereGoodAccess, Proton VPN, NordLayerCloudflare Zero Trust, Twingate, Tailscale
Billing extrasGateway or server feeUsually none

Do you need a static IP?

You need a static IP when a SaaS app, bank portal, firewall or client system only accepts logins from approved IP addresses. Three services here include one with a paid gateway or server: GoodAccess ($49 a month per gateway), Proton VPN Professional ($39.99 a month per server) and NordLayer Core ($40 a month). If nothing you use is IP-restricted, a ZTNA tool without the fee is cheaper.

How to choose the best VPN for small business needs

  1. Staff reach a few internal apps and you’re under 50 people: try Cloudflare Zero Trust’s free plan first.
  2. You need a fixed IP for allowlists: GoodAccess Essential is the cheapest here; Proton VPN Professional if you also want SSO.
  3. You sign in with Okta or Entra ID: Twingate Business, GoodAccess Premium or Proton VPN Professional.
  4. You want to host it yourself: OpenVPN Access Server.
  5. Round out remote work: add a business password manager, antivirus with a central console and MDM software to control company devices, or follow our guide to cybersecurity for small business.

Frequently asked questions

What is the best VPN for small businesses?

On total monthly cost for 10 users, Cloudflare Zero Trust ranks first because its free plan covers teams under 50 users. If you need a dedicated static IP, GoodAccess is the cheapest at $119 a month including one gateway.

What is the cheapest business VPN?

Cloudflare Zero Trust's free plan costs nothing for teams under 50 users. The cheapest paid option we compared is Twingate Teams at $5 per user a month billed yearly.

Can I use a personal VPN for my business?

A personal VPN hides browsing on public Wi-Fi but isn't built to reach your company's servers or give staff a shared static IP. Business plans add an admin console, user management and private gateways.

What is the pricing for Check Point Harmony SASE?

Check Point doesn't publish it. The old Perimeter 81 pricing address now redirects to the Check Point SASE homepage, which offers only a demo request.

Do I need a VPN if we only use cloud apps?

Often not. If every app supports single sign-on and you don't need a fixed IP address for allowlists, SSO with device checks may be enough; a VPN or ZTNA tool matters when staff must reach private servers or IP-restricted services.
